In most cases it should be possible to make a clear decision on whether your project is permitted or not before you throw any money at it. Your proposal must pass ALL the tests necessary to be classed as permitted development.

If your project passes the permitted development tests you do not need to apply for planning permission and you may decide to go ahead with your project. Your Responsibilities before starting work

The owner of the property (or land) in question is ultimately responsible for complying with the relevant planning rules and building regulations with all building work (regardless of the need to apply for planning permission and/or building regulations approval).
